The "Show ... Peer" buttons (left & right arrows) are simply ways to go forward and backward in the stack.  The card before and after the current card may or may not be attached to the same parent, depending on stack order.  They are peers, but not necessarily brothers.

The "Sort: Parent" button will bring brothers toghter in the stack.
